The Provincial Office responded: Questions about the monitoring and layout of VOCs in the plant in G

Letter

1. Appendix A of the "Standard for Volatile Organic Compounds Emission Control" (GB37822-2019), Table A.1 The limit of fugitive emission of VOCs in the plant. The header is written VOCs, but the "pollutant items" in the form is " "NMHC", can it be understood that the VOCs here are equivalent to NMHC? 2. "Monitoring Volatile Organic Compounds Emissions Control Standard" (GB37822-2019) When monitoring the fugitive emissions of VOCs in the plant area, 1 meter at the doors, windows or vents, other openings (holes) and other emission openings, 1.5 meters from the ground Monitor at the above locations. Can this sentence be interpreted as "When monitoring points are set on the site, find the position of the highest concentration of VOCs that has escaped into the air, and arrange the points in accordance with unorganized norms, that is," 1 point is set for the reference point of the upwind direction, and the downwind direction is monitored. Do you have at least 3 points? Or is it only necessary to distribute points outside windows or vents and openings (holes) without the need to separate the up and down wind directions?

Hello! 1. Article 3.1 of the GB37822 standard states that volatile organic compounds refer to organic compounds that participate in atmospheric photochemical reactions, or organic compounds determined according to relevant regulations. When expressing the overall VOCs emissions, according to industry characteristics and environmental management requirements, total volatile organic compounds (represented by TVOC) and non-methane total hydrocarbons (represented by NMHC) can be used as pollutant control items. Therefore, Table A.1 uses NMHC as the unorganized emission control project for VOCs in the plant area, but it does not mean that the VOCs are equivalent to NMHC.
             2. There is no need to set upwind reference points for the monitoring of VOCs unorganized emissions in the plant area. The setting of unorganized monitoring points in the plant shall be implemented in accordance with Section A.2.1, but the GB37822 standard does not specify the number of specific monitoring points. It is recommended that this standard be consulted by the Ministry of Ecology and Environment of the interpreting agency. Thank you for your attention and support!
